What the on-screen numbers mean
Upper-left:PPBUS_G3H; the main power rail on MacBook logic boards. It should sit around 12.56-12.6 V. When water hits, you'll see it jump toward ~17 V and then sag; clear evidence the circuit isn't regulating normally. Sending 17 volts to things that expect 12 volts ends badly.
Bubbles / movement: that's an electrochemical reaction actively corroding components. When power is cut, the bubbles stop because the reaction stops.
• Voltage shouldn't swing like this; moisture creates shorts and backfeed.
• Re-powering while wet accelerates damage and raises repair cost/time.
• Powering off immediately limits corrosion and improves repair outcomes.

Yes. Most spill-damaged boards can be restored with proper cleaning and component-level repair. The sooner it's powered off and dried (don't keep trying to turn it on), the better your odds.
Does Apple cover water damage?
